GNU Go 3.1.6 released September 16, 2001

This version should stop the crashes that plagued 3.1.6. Gunnar supplied
a bugfix.

It also contains the patches gunnar_1_6.1 (adding 2 board functions) and
backspace_1_4.1 (since Wolfgang has confirmed that the patch works for
him).

- limited pushing of p[][] allows one level of recursion in global_matchpat
- bugfix in sgf_utils.c function get_moveX() and get_moveY()
- new functions find_common_libs() and are_neighbor_strings() in board.c
