GNU Go 3.1.2 released September 4, 2001

This is mainly Gunnar's patches:

gunnar_1_2.4. New tests and regressions. 
gunnar_1_2.3. Realloc for the owl stack. 
gunnar_1_2.2. Bug fix in move_reasons.c: avoid counting some captures twice. 
gunnar_1.2.1. Replacement patterns. 

I revised neurogo.tst but it needs to be revised again. There
is a new blunder.

- realloc space for owl stack if needed
